Speaker Bio

Paul Kennedy

Host of CBC Ideas since 1999, Paul Kennedy has covered social issues, culture and the arts, geopolitics, history, biography, science and technology, and the humanities. He has received national and international recognition and has travelled North America, Europe, Asia and the Middle East for his work.

Paul Gendreau, Professor Emeritus ‐ University of New Brunswick

Paul Gendreau began work at Kingston Penitentiary in 1961. He has taught at Trent, Carleton, Ottawa, UNBSJ, and in Australia. He has published extensively and is the senior author of the Correctional Program Assessment Inventory-2010 to evaluate treatment programs. Former President of the Canadian Psychological Association, he has received numerous national and international awards for his research and advisory work. He was appointed an Officer of the Order of Canada in 2007 for “achievement and merit of a high degree, especially service to Canada or to humanity at large”. He is Professor Emeritus at UNB.

Kim Pate, Sallows Chair in Human Rights ‐ University of Saskatchewan College of Law, Executive Director ‐ Canadian Association of Elizabeth Fry Societies 

Kim Pate, mother to Michael and Madison, is the Ariel F. Sallows Chair in Human Rights in the College of Law at the University of Saskatchewan and part-time professor at the University of Ottawa. She is Executive Director of the Canadian Association of Elizabeth Fry Societies and has also worked with youth and men in over three decades of working in and around the legal and penal systems. She is the recipient of the Order of Canada for her work for marginalized, victimized, criminalized, and institutionalized women.

Howard Sapers, Correctional Investigator of Canada

Howard Sapers was appointed Correctional Investigator of Canada in 2004. He is a North American Region member of the International Ombudsman Institute Board of Directors, a member of the Board of Directors for the Forum of Canadian Ombudsman, and a member of the Centre for Public Legal Education (Alberta) Board of Directors. He is the Chairman of the Department of National Defence/Canadian Forces Ombudsman Advisory Committee. He is an Adjunct Professor at Simon Fraser University’s School of Criminology.

Speaker Bio

Dr. Fern Stockdale Winder

Dr. Fern Stockdale Winder is a clinical psychologist who has been practising psychology for nearly 20 years in Saskatchewan with a specialization in health psychology and geriatrics. She was appointed as the Commissioner of the Mental Health and Addictions Action Plan entitled, Working Together for Change, which was released on December 1, 2014. The report made recommendations across service sectors including the areas of justice, policing, and corrections.

Judge S. Metivier

Judge Metivier graduated from the College of Law, University of Saskatchewan, in 1992 and was called to the Bar in 1993. She worked as a lawyer at McKercher LLP until her appointment to the Provincial Court in Saskatoon in April, 2013. She is one of two judges that sits regularly in the Mental Health Strategy (MHS) and is actively involved with the administration of that court.

Inspector Mitch Yuzdepski

Inspector Mitch Yuzdepski is the officer in charge of the Specialized Uniform Operations Division within the Saskatoon Police Service. He sits on the Police and Crisis Team (PACT) Steering Committee and was a member of the Canadian Association of Chiefs of Police Global Studies Program in 2014 which studied, Improving Outcomes: Mentally ill Persons and the System.
